Who he was
Shiphtan is mentioned in Numbers 34:24 as the father of Kemuel, who was chosen as a leader from the tribe of Ephraim to assist in dividing the Promised Land among the Israelite tribes. After the Israelites had conquered the land of Canaan, God instructed Moses to appoint leaders from each tribe to oversee the allocation of the land as an inheritance. Kemuel, son of Shiphtan, was selected to represent the tribe of Ephraim in this important task.
