Who he was
Arah is mentioned in Nehemiah 6:18: many in Judah were bound by oath to Tobiah the Ammonite “because he was the son-in-law of Shecaniah the son of Arah.” Tobiah was one of the enemies who opposed Nehemiah's rebuilding of the walls of Jerusalem (Nehemiah 2:10; Nehemiah 4:7). His marriage into Arah's family suggests that some Jewish nobles had formed alliances with foreign adversaries, which complicated Nehemiah's task.
